55+ and HOA Terms Explained

Terms used across this site, defined as they apply in Province and in Arizona. Definitions are general; the association's documents and Arizona law govern.

Age-qualified community

A community operating under the federal Housing for Older Persons Act, reserving occupancy for older residents under published policies. Province is one. Also called age-restricted or 55+.

Assessment

The recurring charge an association bills owners to fund common areas, amenities, staff, and reserves. In Province, single-family and villa assessments differ.

Blanket insurance policy

A master policy carried by the association on villa structures under the villa assessment. Owners still carry their own coverage for interiors, contents, and liability; confirm with an insurance agent.

Buyer-broker agreement

The written agreement between a buyer and a brokerage establishing representation and compensation before touring homes.

Capital contribution

A one-time payment to the association at closing, typically paid by the buyer, per the association's fee sheet.

Casita

A guest suite attached to the main home with its own exterior entrance and full bath, found on select Engle-built Province plans.

CC&Rs

Covenants, Conditions, and Restrictions: the recorded governing document of the association, filed with the Pinal County Recorder, that runs with title.

CCMC

The community-management company that manages the Province Community Association.

C.L.U.E. report

Comprehensive Loss Underwriting Exchange report showing insurance claims on a property, provided by the seller after listing.

Copper Ridge

A separate all-ages Meritage neighborhood next to Province that carries the Province name in some listings. Not age-qualified; not covered on this site.

Design review

The association committee and process that approves exterior changes to a home.

Engle Homes

The builder that opened Province and built its phases from 2003 to 2007, including all villas.

Gemini villa

An attached twin home sharing one wall, one story, fee simple, with exterior maintenance covered under the villa assessment.

Guest pass

One of 40 annual passes per resident that admit a guest to the Village Center, pools, and courts with a day wristband.

HOPA

The Housing for Older Persons Act of 1995, the federal law that permits age-qualified housing under conditions including the 80/20 rule.

Inspection period

The window in the Arizona resale contract during which the buyer inspects the home and reviews disclosures and association documents.

Meritage Homes

The builder that completed Province, building from the mid-2000s through build-out at The Preserve.

Parcel

A numbered section of the Province plat. The parcel indicates the era, builder, and plan family.

Preserve at Province

The last section Meritage built, on the newest streets, with one-story plans from about 1,300 to 2,300 square feet.

Province Community Association

The homeowners association governing Province, managed by CCMC. Office 520-568-5316.

Resale disclosure statement

The statement an association provides under A.R.S. 33-1806 that the seller furnishes to the buyer before closing.

SPDS

The Arizona Seller's Property Disclosure Statement, completed by the seller after listing.

Stepped-up basis

A federal tax concept under which inherited property's basis resets to its value at the date of death. A CPA determines whether and how it applies.

Transponder

A vehicle device issued by the association that opens the gate for residents.

Village Center

Province's 32,000 square foot, two-story clubhouse at 20942 N. Province Pkwy.

Waterfront lot

A lot backing directly to one of Province's lakes, distinguished from a lake view across greenbelt.

80/20 rule

The HOPA condition that at least 80 percent of occupied homes have a resident age 55 or older.
